Modifies provisions governing elementary and secondary education
What changed between versions
Replaced the original requirement for an annual school accountability report card with a new statewide assessment system that must assess problem-solving, analytical ability, creativity, and application skills rather than just statistics.
Added provisions requiring the assessment system to measure knowledge in reading, writing, mathematics, history, government, geography, and science by grade level.
Created a new mechanism for 'Outstanding Schools Waivers' that allows schools meeting exemplary performance criteria for three consecutive years to receive waivers from pupil testing requirements and other state regulations.
Added new sections repealing additional statutes related to education administration and funding that were not included in the original version.
Changed the tracking requirement so student performance can only be compared against prior performance within the same school rather than across districts.
