Modifies the offense of hazing

HB 234 updates hazing laws to better protect students at colleges and universities. It defines hazing as any activity - physical, mental, or involving illegal tasks - that recklessly endangers a student’s health or safety during group initiation or membership, including sleep deprivation, forced substance consumption, or extreme stress. The bill makes hazing a class A misdemeanor (or class D felony if life-threatening), prohibits consent as a defense, and requires colleges to adopt written anti-hazing policies for sanctioned organizations. It also creates immunity for individuals who provide immediate medical aid during hazing incidents, such as calling 911 or performing CPR, while waiting for help to arrive.
