Allows landlords to apportion charges to tenants for water and sewer utility service

HB 1488 allows landlords to charge tenants separately for water and sewer usage by either using individual meters per unit or applying a mathematical formula to allocate common area costs. Landlords must disclose the billing method and formula to tenants before a lease begins and cannot charge more than what they were billed by the utility (including taxes). Tenants must receive detailed usage information if meters are used, and landlords may charge reasonable administrative fees or late fees (treated as rent). The bill clarifies this billing practice does not subject landlords to utility commission regulation.
