Establishes a right to repair for certain products

HB 110 requires motorcycle manufacturers (original equipment manufacturers) selling or used in this state to provide independent repair shops and motorcycle owners with necessary documentation, parts, and tools for repairs on "fair and reasonable terms." This means manufacturers must make manuals, diagnostic codes, and repair tools available at no cost (except for physical copies covering reasonable shipping fees), and parts must be priced equivalently to what they offer authorized repair shops. The law also mandates that manufacturers provide access to security features (like locks) without disabling antitheft measures without owner permission. Violations can be enforced under the state's Merchandising Practices Act.
