Creates provisions relating to the closure of electric power plants

This bill requires electric companies in Missouri to ensure that any thermal power plant closing on or after January 1, 2025, is replaced by an equal or greater amount of reliable electricity before it shuts down. To meet this requirement, the utility must secure new power sources and have them fully connected to the grid at the same time the old plant closes, unless the closure is due to an unexpected event. If the new power cannot be ready immediately because of shared infrastructure or unforeseen circumstances, the company must temporarily buy extra power from the regional grid to prevent shortages. Once the new generation is operational, the temporary purchases can stop, and the utility must provide official certification to state officials that all conditions have been satisfied.
