Creates a DWI diversion program

This bill establishes a new diversion program for individuals charged with driving while intoxicated in Missouri, allowing eligible defendants to avoid criminal conviction by completing a supervised plan. To qualify, a defendant must not have prior DWI convictions, cannot hold a commercial driver's license, and must not have caused injury or death. The program requires participants to install an ignition interlock device on their vehicles for at least one year, attend victim impact panels, and follow other conditions set by the prosecutor for up to two years. If a participant successfully fulfills all requirements, the criminal case is dismissed and their driving license suspension is lifted; however, failure to comply with the program terms can result in termination of the diversion and resumption of criminal proceedings.
