Modifies provisions relating to the regulation of child care

This bill creates a new licensing requirement for facilities in Missouri that provide specialized medical care to young children with complex health needs. Starting in August 2025, any organization operating a prescribed pediatric extended care facility must obtain a written license from the Department of Health and Senior Services to legally operate or advertise such services. The law defines these facilities as places offering multidisciplinary services, including skilled nursing and therapy, to eligible children under six who require continuous care. To qualify for a license, operators must already hold a child care license from the Department of Elementary and Secondary Education and must follow strict rules regarding staffing, safety, sanitation, and record-keeping. The state department is authorized to conduct both announced and unannounced inspections to ensure compliance and can deny, suspend, or revoke licenses if standards are not met or if abuse is suspected.
