Establishes the "Healthy Pets Act"

This bill, known as the Healthy Pets Act, establishes new health and record-keeping requirements for commercial animal breeders, dealers, and pet shops. It mandates that breeders perform genetic testing, vaccinations, and specific screenings like X-rays for hip dysplasia on breeding animals and keep detailed records including photographs of enclosures and veterinary exams. Before selling an animal, breeders must transfer these health records to the buyer, while dealers and pet shops are prohibited from purchasing animals from breeders with recent violations or animal abuse convictions. The legislation also requires dealers and pet shops to provide warranties covering genetic or major medical conditions for one year and to prominently display the purchase price and breeder information on animal enclosures.
