Creates provisions relating to pharmacy benefits managers

This bill regulates pharmacy benefits managers in Missouri by prohibiting them from requiring patients to pay more at the pharmacy counter than the plan's copayment or the cash price of a medication. It also prevents these managers from charging pharmacies fees for claims not yet finalized and stops them from taking back payments made for drug costs if more than sixty days have passed. Additionally, the law requires pharmacy benefits managers to disclose any financial conflicts of interest to health insurance carriers and allows pharmacists to share pricing information for alternative drugs without penalty. These rules apply to private health plans but exclude Medicare Part D and federally regulated self-funded employer plans. The state Department of Commerce and Insurance is responsible for enforcing these new requirements.
