Establishes provisions relating to covenant marriages

This bill introduces a new type of marriage license in Missouri called a covenant marriage, which is available alongside the existing standard marriage license. To obtain a covenant marriage, couples must complete at least eight hours of premarital counseling with a religious leader or professional counselor and sign a declaration affirming their commitment to a lifelong union. The legislation also allows couples who are already married under a standard license to convert their status to a covenant marriage without needing additional counseling or a new ceremony.
