Modifies provisions relating to the establishment of alternative county highway commissions in certain counties

This bill modifies the rules for counties in the state to decide whether to use an alternative county highway commission system or the traditional one. It requires that any county wanting to start or keep this alternative system must first get approval from a majority of the voters in that county during an election. Additionally, counties that currently use the alternative system can choose to stop using it and return to the standard commission by either holding a public vote or deciding through their local governing body. If a county does not adopt the alternative system or votes to end it, the bill ensures they will instead use either the standard county highway commission or a different set of provisions.
