Budget requests; agencies that don't timely file with LBO shall have requests prepared for them by third party.

This bill requires Mississippi state agencies that miss the budget filing deadline to hire a third-party contractor to prepare a revised budget request 3% lower than their current state general fund budget. The contractor must submit the request to the Legislative Budget Office within 30 days, and the agency must pay the contractor within 45 days to avoid losing access to its current fiscal year funds. If the agency fails to pay, the official responsible for the budget must cover the cost personally. The Legislative Budget Committee must then recommend a budget no higher than this reduced amount.
