SB 3279 restores voting rights to Randall Lee McCulloch of Winston County, Mississippi, who was disqualified due to past convictions for larceny, carjacking, and embezzlement (1986, 1989, 1998). The bill explicitly reinstates his right to vote after he completed all sentence terms (discharged April 20, 2003) and has maintained law-abiding conduct since. It takes effect July 1, 2025. This is a personal restoration bill, not a broad policy change.
