Presidential electors; revise selection of to be one from each congressional district and two from the state at large.

HB 823 would change Mississippi's method for selecting presidential electors. Instead of choosing all electors statewide, it requires one elector per congressional district (chosen by voters in that district) and two electors chosen statewide. Each district elector must be a resident of that district, and both district and statewide electors would pledge to vote for the candidates who won their respective areas. The bill died in committee in February 2025 and has not become law.
