HB 1104 would repeal Mississippi's current abortion exceptions (allowing abortions only to save the mother's life or in cases of rape) and set a statewide referendum for November 4, 2025. The vote would ask: "Abortions shall be prohibited in Mississippi except where necessary for the preservation of the mother's life or where the pregnancy was caused by rape." If a majority votes "Yes" (prohibiting abortions), the repeal does not take effect; if a majority votes "No," the repeal becomes law effective January 1, 2026. The bill died in committee on February 4, 2025, and never advanced to a vote.
