The standard for a presidential waiver of sanctions was lowered from 'vital national security interests of the United States' to 'important to the national security interests of the United States,' making it easier for the President to grant waivers.
A new humanitarian waiver provision (section 4(e)) allows the President to waive sanctions for nongovernmental organizations providing humanitarian assistance, for renewable periods not exceeding 2 years, upon certification that the waiver is important to address a humanitarian need and consistent with national security interests. A briefing to Congress is required within 90 days of issuance and every 180 days thereafter.
A new exception (section 4(i)) states that sanctions authorities under this section do not include authority or requirement to impose sanctions on the importation of goods. 'Good' is defined as any article, natural or manmade substance, material, supply, or manufactured product, including inspection and test equipment, and excluding technical data.
The descriptor 'a Syrian national' was removed from the name listing for Abdellatif Hamid in section 5(a)(7), leaving only his name.
