Graffiti abatement policy establishment requirement provision

This bill requires the Minnesota Department of Transportation to create a formal policy for preventing and removing graffiti from its properties. The policy must be developed with input from local governments, law enforcement, and other experts, and it needs to identify high-priority locations based on complaint volume and visibility. Under the new rules, the department must set specific deadlines for cleaning up graffiti on these priority sites as well as on other properties. Additionally, the commissioner must submit an annual report to state legislators detailing the policy, the list of targeted properties, and any challenges faced in improving maintenance.
