Require undesignated money returned to the state through restitution or recovery be deposited in a taxpayer refund account
This bill creates a new "Taxpayer Refund Account" to hold undesignated money the state recovers through civil settlements, fraud actions, overpayments, fines, and certain criminal restitution payments. When these funds are collected, state agencies must transfer them to the Department of Management and Budget within 60 days, where they will be kept separate from other state money. At the end of each legislative session, if the account balance exceeds $300 million, the state will issue direct tax refunds to individual Minnesota taxpayers based on a formula set by the commissioner. The law takes effect on July 1, 2026, and applies only to recovered funds received on or after that date.
