Essential public health functions contingency account establishment

This bill creates a new contingency account in Minnesota's state treasury to help fund essential public health functions if federal funding is unexpectedly reduced or eliminated. The account is designed to support disease prevention, outbreak investigation, laboratory testing, and waterborne disease response activities managed by the state health commissioner.
