Constitutional Amendment proposal to allow the governor to declare an emergency

This bill proposes a constitutional amendment allowing Minnesota's governor to declare a state emergency for specific threats like natural disasters, cyber attacks, or hazardous materials incidents. The governor could initially declare such an emergency for up to seven days, after which the legislature must vote (by majority in both chambers) to extend it for up to 30 additional days. The governor must immediately notify legislative leaders and publicly file the declaration. If the legislature fails to extend the emergency within the seven-day window, it automatically ends.
