SF 3708 Minnesota Senate · 2025-2026 Regular Session

Average daily membership and pupil units modification for certain students who are not residents of Minnesota and who are enrolled in online instruction in a Minnesota school

This bill modifies how Minnesota school districts count non-resident students enrolled in online courses for school funding purposes. It allows districts to count qualifying non-resident students as Minnesota residents for funding if they: were previously Minnesota residents, have a Minnesota-resident parent/guardian (if under 18), are enrolled in courses from their former district, and meet a 150-day cumulative limit. The policy ensures these students do not incur tuition fees while being counted for funding. This applies specifically to students who plan to return to Minnesota residency within 150 days and meets all specified criteria.
