Robert Street in St. Paul viaduct replacement appropriation if federal funding is recinded

This bill provides backup state funding for the Robert Street viaduct replacement project in St. Paul if federal funding is withdrawn. It appropriates $21.2 million from the state trunk highway fund and $3.8 million from the general fund to cover eligible and ineligible portions of the project, respectively. The project includes replacing the George Street bridge (referred to as the "viaduct"), reconstructing Robert Street, improving sidewalks/trails, transit access, and pedestrian crossings. The funds would be used if the $25 million federal RAISE grant, awarded in January 2025, is rescinded by the U.S. Department of Transportation.
