Outgoing officials voting on new municipal debt obligations prohibition provision

SF 3253 prohibits outgoing elected or appointed municipal officials from voting on new local debt issues. It defines "outgoing official" as someone serving until their successor is chosen, and requires them to abstain from voting on new municipal debt obligations. If an outgoing official votes anyway, their vote is not counted. This applies to all new debt except when voter approval is required under Minnesota Statute 475.58.
