New bike trail from Harmony to Caledonia bond issue and appropriation

SF 3067 would fund a new bike trail connecting Harmony to Caledonia through Canton, Mabel, and Spring Grove, using $14 million in state bonds. The funds would cover property acquisition, planning, and design for Phase 1 of the project along existing highways (Trunk Highway 44 and U.S. Highway 52). Unspent portions of the appropriation would automatically shift to trail construction after Phase 1 planning.
