Albertville, Hanover, and St. Michael regional water system improvements bond issuance and appropriation

This bill appropriates $10 million in state bond funds to improve the regional water system serving Albertville, Hanover, and St. Michael. The funds will expand the system's treatment capacity from 10 to 15 million gallons daily and address specific water quality issues with manganese and radium. The Public Facilities Authority will provide a grant to the joint powers water board to design, construct, and equip these upgrades. The state will issue bonds to cover the cost, following standard bond procedures under Minnesota law.
