This bill allocates $4 million in state funds to design the STREAMS regional wastewater treatment facility. The funding will be distributed as grants to the cities of Winthrop, New Auburn, and Lafayette through the Public Facilities Authority. To finance this appropriation, the state will issue up to $4 million in bonds from the bond proceeds fund. The bill takes effect the day following its final passage.
