The report must focus on how retained lead impacts the mental, emotional, and physical development of children and youth, reviewing existing scientific literature and state laws related to lead exposure. The commissioner must also analyze current legislation aimed at limiting lead exposure from retained bullets and provide recommendations for reducing public health risks.
