HF 3267 prohibits the manufacture, sale, or distribution of cosmetics containing specific toxic chemicals - such as ortho-phthalates, formaldehyde-releasing agents, triclosan, and certain amines - starting January 1, 2027. It also sets lead limits (2 ppm generally, 5 ppm for colored products or clay masks) and allows retailers to sell existing stock until January 2028. The bill requires the Pollution Control Agency to develop small business support programs by July 2026, offering technical help and resources to help manufacturers reformulate products and transition to safer alternatives. Additionally, it authorizes the agency to adopt rules identifying further chemicals for regulation based on hazard assessments and public input.
