HF 1430 requires property sellers in Minnesota to provide written disclosure about wells on the property before sale, including location details if known. Sellers must submit a "well disclosure certificate" to the Department of Health at closing, containing buyer information and well locations, along with a $50 nonrefundable fee. The certificate number must appear on the property deed, and records are kept for six years. This applies to most residential property sales but excludes mineral interest transfers and individual condominium units. The requirement expires July 31, 2028, unless extended by the commissioner.
