Senate Joint Resolution B proposes to amend the state constitution to require legislative approval for certain rules created by state administrative agencies. Under this proposal, any new rule or regulation with an estimated compliance cost of $1,000,000 or more for individuals or businesses within five years of implementation would need approval from a majority of both the Senate and House of Representatives. This change gives the legislature more direct oversight over significant regulations issued by state departments. The resolution also allows the legislature to empower a joint committee to temporarily suspend rules when the legislature is not in session.
