Added a $200 re-inspection fee that the department can charge if a mobile home park needs to be re-inspected due to material deficiencies found during an initial inspection.

Modified inspection rules to require the department to submit inspection reports to local governments and secured parties, and restricted local government inspections to situations where there is a reasonable belief of a violation.

Added new unfair or deceptive practices prohibited for park owners, including banning entrance fees, exit fees, requiring the purchase of homes as a condition of entry, and mandating written leases.

Added new lease requirements (Section 28d) mandating a minimum one-year lease term and specific language if a shorter term is offered, and (Section 28e) requiring an automatic lease renewal option unless specific exceptions apply.

Added prohibitions on using electronic billing or payment systems that force tenants to waive legal rights, collect excessive personal data, or require electronic signatures for leases.

Modified the rules for granting variances to clarify that variances for local ordinances must come from local governments, while variances for state rules must come from the commission, and added a requirement to retain records of all variances.

Added a requirement for park owners to provide utility rate and charge information to residents upon request if the owner provides utility services.

Modified rules regarding on-site home sales to clarify that age or size cannot be the sole basis for refusing a sale and to cap inspection fees at $30 or the municipal permit fee, whichever is higher.

Modified licensing requirements for mobile home installers to clarify that individuals licensed under the skilled trades regulation act do not need a separate mobile home installer license unless they perform setup or general repairs.
