The bill was completely replaced with a substitute covering newborn screening (section 5431), special health care needs billing (section 5841), body art facility licensing (section 13104), and health professions regulatory funds (section 16315), replacing the original nurse aide and medication aide fee provisions.

Newborn screening now requires testing for at least nine conditions including phenylketonuria, galactosemia, hypothyroidism, maple syrup urine disease, biotinidase deficiency, sickle cell anemia, congenital adrenal hyperplasia, and medium-chain acyl-coenzyme A dehydrogenase deficiency, plus any other treatable conditions the department designates.

Tattooing, branding, and body piercing must now occur only at licensed body art facilities. Annual license fee is $500, temporary (14-day) license is $150, with a $250 late renewal fee. Violations are treated as imminent danger requiring immediate cessation.

A fee of up to $53.71 (adjusted annually by CPI) may be charged for newborn screening tests, with a hardship waiver available. One million dollars per year from FY2027 through FY2029 is transferred from collected newborn screening fees to the general fund.

A health professions regulatory fund is established to support the department's powers under articles 7 and 8 of the public health code. Ten million dollars from this fund is transferred to the general fund for FY2020 only.

A nurse professional fund is created, receiving $8 from each individual annual license fee collected under section 16327. The fund may be used only to promote safe patient care, advance nursing practice, ensure a supply of nurses and nursing education, and operate a nursing scholarship program.

A pain management education and controlled substances electronic monitoring and antidiversion fund is established, receiving $20 from each license fee under section 16319. The fund supports pain management education, preventing diversion of controlled substances, and maintaining the electronic monitoring system.

Two hundred twenty thousand dollars per year from FY2027 through FY2029 is transferred from the parent participation fund (for special health care needs) to the general fund, and $100,000 per year over the same period is transferred from body art facility license fees to the general fund.

The original nurse aide registration fees ($40), trainer fees ($60), training program fees ($300 per site or $100 for secondary education institutions and skilled nursing facilities), competency examination fee ($175), and late renewal fee ($75) were all removed along with the medication aide fee structure.

Parents or guardians of children with special health care needs must pay for medical care if they have the ability to pay, with payment amount and rate determined by agreement. The department may modify or cancel agreements based on economic or other factors.
