Replaced the original structure of 28 voting members elected from 8 different groups with a streamlined system where 8 groups of nonvoting members each elect 4 voting members from their own group.

Added new expertise categories for rural development, innovation/technology/manufacturing, and environmental matters to the advisory board composition.

Changed the reference from 'subsection (12)' to 'subsection (7)' regarding how voting members are elected by nonvoting members.

Added specific provisions stating the board dissolves after developing and submitting the strategic plan, and clarified the 90-day appointment deadline for governor-appointed members.

Reorganized nonvoting member categories from 5 groups to 8 groups, redistributing representatives from various organizations and government departments across new expertise areas.
