Education: teachers and administrators; completion of certain training for K-5 teachers; require. Amends 1976 PA 451 (MCL 380.1 - 380.1852) by adding sec. 1531k.
What changed between versions
New subsection (5) establishes a phased implementation starting in 2026-2027 with full compliance required by 2031-2032. The department must create a statewide implementation plan within 90 days of the effective date, in collaboration with statewide associations, literacy experts, and other key partners. The department may issue good cause extensions to individual educators with mutually agreed deadlines.
New subsection (6) allows the department to consult with approved providers and make extensions to the implementation schedule, including a 1-year extension for full compliance.
New subsection (7) makes all requirements of the section subject to the appropriation of sufficient funds, meaning the bill does not take effect unless the legislature appropriates money to cover it.
New subsections (8) and (9) address new hires and transfers: individuals hired into a covered role during or after 2031-2032, or who transfer into such a role, must complete the professional learning within 3 years of starting that role.
New subsection (13) exempts individuals who hold only an interim teaching certificate under section 1531i from the professional learning requirement.
New subsections (10) and (11) require each district, ISD, or PSA to create and post on its website a plan before implementation outlining the timeline and manner of completion, including time expectations beyond contractual work time and how that time will be compensated. Districts must also consult and collaborate with covered individuals on this plan.
New reporting requirements in subsection (4)(c) through (f) require providers to report: number of individuals who enrolled but withdrew before completion, cost per individual to enroll, total grant funds expended during the fiscal year, and total unused grant funds for the fiscal year.
New subsection (12) subjects the provisions to 1947 PA 336 (the Public Employment Relations Act), meaning labor relations rules apply to how the requirements are implemented with unionized educators.
New subsection (14) clarifies that the required professional learning may be delivered as part of existing professional development under section 1527, allowing districts to fold it into current PD structures.
New subsection (15) defines 'multi-tiered system of supports' as a comprehensive framework with 3 distinct tiers of instructional support composed of evidence-based strategies designed to meet the individual needs and assets of a whole pupil at all achievement levels.
