Added new arrest ground allowing peace officers to arrest drivers found in the driver's seat of a parked or stopped vehicle if any part intrudes into the roadway and the officer has reasonable cause to believe the person was operating in violation of DUI laws.

Refusal to submit to preliminary oral fluid analysis upon lawful request by a peace officer is now a civil infraction.
