Human services: services or financial assistance; low-income energy assistance fund; modify. Amends sec. 9t of 1939 PA 3 (MCL 460.9t).

This bill modifies the Low-Income Energy Assistance Fund to ensure that money collected from utility bills in specific geographic areas is returned to eligible low-income customers within those same areas. It establishes a mechanism where electric utilities, including cooperatives and municipally owned utilities, can annually add a small surcharge of up to one dollar per customer to fund this assistance, unless they choose to opt out of the program. Utilities that opt out are granted protection from having their residential service shut off between November 1 and April 15 for nonpayment of bills. Additionally, the bill requires the Department of Health and Human Services to submit annual reports detailing how funds are distributed and outlines the Public Service Commission's role in approving the funding limits.
