Law enforcement: training; duty to intervene policy; require law enforcement agencies to adopt. Creates new act.

This bill requires Michigan law enforcement agencies to create written policies mandating that officers intervene when they witness another officer using objectively unreasonable force. Under the new rules, officers must stop such incidents and report their observations to a supervisor, with violations of this policy subject to disciplinary action. Agencies have 12 months to adopt these policies after the law takes effect, though they may choose to implement stricter standards than the state minimum. The legislation also allows agencies to use a model policy developed by the state commission to meet these requirements.
