An Act to reduce gas leaks

This bill requires gas distribution companies to pay fines for serious gas leaks (classified as "Grade 3 leaks") that have persisted for over a year. The fines collected will fund projects to reduce public health risks and infrastructure damage caused by these leaks, with funds distributed to affected municipalities based on leak impact. Companies must report leaks annually, and the department will audit these reports to verify leak severity and volume. Regulations governing fines, fund distribution, and leak verification must be established within 12 months of the bill's effective date (January 1, 2026).
