An Act establishing a municipal right of first refusal
This bill requires utility companies (both public and investor-owned) to notify and offer a right of first refusal to the municipality where their real property is located before selling it. Municipalities would have the first opportunity to purchase the property before it goes to outside buyers. The Division of Local Services, working with the Department of Public Utilities, must create and enforce this policy. It directly affects municipalities seeking to retain local utility properties and utility companies planning to sell land.
