An Act modernizing financial departments in the city of Holyoke

This bill updates the Holyoke City Charter to change how certain financial and administrative roles are filled and how long officials serve. It requires the City Council to annually elect an administrative assistant and an assessor of taxes, while also appointing a Director of Internal Audit every three years. All these positions now have fixed three-year terms starting in February, and the Council retains the power to remove any official at any time for sufficient cause. Additionally, the law repeals older state statutes that conflict with these new rules and allows the City Council to approve minor amendments to the bill before it is finalized.
