This bill defines "mobile carrying devices" as small electric devices (under 90 pounds, max 12.5 mph) designed to transport personal property while staying within 25 feet of the owner. It allows these devices to operate on sidewalks and crosswalks under specific rules: they must have active owner monitoring, a controlled stop system, and comply with traffic signals. Property owners operating these devices must follow local ordinances and cannot transport hazardous materials or interfere with pedestrians. Violations are classified as infractions, and the devices are treated like pedestrians but must yield to them.
