An Act relative to private sale requirements for used vehicles

HD 2399 requires private sellers (individuals selling used vehicles personally, not as dealers) to use a specific, approved bill of sale form for vehicle sales over $700. The form must include vehicle details, odometer reading, known safety defects, purchase price, and require notarized signatures from both buyer and seller. The state motor vehicle registry will create and post this form online, and the bill exempts sales under $700. It does not replace existing consumer protections or warranties but allows failure to use the form to be considered in future warranty claims.
