An Act to ensure benefits through enhanced Selective Service registration

This bill requires Massachusetts motor vehicle registrars to inform applicants aged 16-26 about their federal obligation to register with the Selective Service System. When applying for a driver's license, learner's permit, or ID card, applicants aged 18-26 can authorize registration by signing their application (unless they decline), and applicants aged 16-18 will be pre-authorized to register upon turning 18. Declining this authorization will not affect license issuance or lead to discrimination, and registrars must not share or maintain lists of those who declined. Implementation depends on securing federal funds for computer system updates to facilitate the registration process.
