HD 1341 Massachusetts House · 194th Legislature (2025-2026)

An Act establishing statewide standards for sexual assault and domestic violence service providers

This bill creates a 19-member commission to establish statewide minimum service standards for organizations providing support to survivors of sexual assault and domestic violence. The commission will study current practices and recommend uniform standards covering training, policies, and quality improvements for all such service providers. To receive state funding, providers must meet these standards, with a program improvement plan required after the first violation and a corrective action plan for subsequent violations. The commission must submit its initial recommendations to the executive office of health and human services within 180 days and provide biennial updates on implementation.
