REPORT of the SPECIAL JOINT COMMITTEE on INITIATIVE PETITIONS on the INITIATIVE PETITION of NORMA B. SHULMAN AND OTHERS FOR THE PASSAGE OF AN ACT RELATIVE TO ELECTION DAY REGISTRATION (see House, No. 5001).

This document is a legislative report recommending that the Massachusetts General Court take no action on a citizen petition to establish Election Day voter registration. While the proposed law would allow eligible voters to register and vote on the same day, the Special Joint Committee on Initiative Petitions found that the petition as written does not adequately address significant operational challenges regarding staffing and technology. Because the legislature cannot modify initiative petitions, the committee voted against advancing the measure to the floor for a final vote. Consequently, the proposal will not become law unless a new petition is submitted that better resolves the identified implementation issues.
