An Act relative to low digit number plates on leased vehicles

HD 745 allows lessees of private passenger vehicles to transfer special low-number license plates (known as "low digit," "reserved," or "lottery" plates) to a new leased vehicle without visiting the registry. Instead, the leasing company (lessor) handles the paperwork by submitting required documents to the registry on the lessee's behalf. This change applies specifically to plates issued for private passenger vehicles under lease agreements. The registry must create rules to implement this process.
