This bill raises the threshold for competitive bidding requirements in Massachusetts government purchases. It increases the amount from $50,000 to $100,000 for most procurements, meaning government agencies must now seek written quotes from at least three vendors for purchases between $10,000 and $100,000 (previously $50,000). Agencies must document the bidding process, including vendor names and quotes, and award contracts to the lowest responsible bidder unless using a different method. The changes apply to all state and local government procurement officers handling contracts within this new range.
