An Act to establish the office of elder advocate

This bill creates a new, independent Office of the Elder Advocate in Massachusetts to oversee the care and services provided to older adults and people with disabilities. The office would be led by a full-time advocate appointed by the governor, attorney general, and state auditor, who would work to ensure these individuals receive safe, effective, and dignified treatment from state agencies and private entities receiving public funds. Key duties include investigating critical incidents involving harm or neglect, conducting system-wide reviews of care quality, and offering advice to the public and government leaders on how to improve services. Additionally, the office has the authority to impose temporary cost-sharing agreements to help ensure children have timely access to necessary services.
