An Act to promote public procurement and inclusive entrepreneurship

This bill requires Massachusetts state agencies to include data on minority-owned businesses in their annual economic development reports and mandates that major hospitals and universities submit yearly reports on their efforts to purchase from minority-owned businesses. It also directs the state housing and economic development secretary to create a comprehensive economic development plan that specifically addresses racial and ethnic disparities in employment and business ownership. By establishing these reporting requirements and planning goals, the legislation aims to increase transparency and encourage greater participation of minority-owned enterprises in public procurement and state-funded initiatives.
