An Act relative to hospital profit and fairness

This bill requires Massachusetts hospitals that receive state funding to report specific financial data and imposes penalties if they earn excessive profits or pay executives disproportionately high salaries. Facilities with an annual operating margin exceeding 8% or CEO compensation more than 100 times that of the lowest-paid full-time employee would face civil fines equal to the amount over those limits. The collected fines would be placed into a special fund to improve Medicaid reimbursement rates for eligible hospitals, while the bill also mandates public disclosure of all financial assets held by these facilities.
